Belwest's Referee Development Program is the perfect place to start your journey. Whether you are a player, parent or young football enthusiast, refereeing is one of the most rewarding ways to stay connected.
Our program provides a safe, encouraging environment where developing referees, especially juniors from age 11, can grow their knowledge, confidence and leadership skills under the guidance of an experienced Level 3 Capital Football referee.
Referees play a vital role in the game, and at Belwest you will be supported every step of the way. Belwest game leaders aged 11+ start as assistant referees, run U5/6 Peewees games, and as their confidence and knowledge of the laws of the game grows, they progress to refereeing U7-U9 games.

2026 Season Registration and Course Information
Belwest Game Leader
Shirt: Black
Minimum age: 11 in the season
Officiates: MiniRoos U6-U9, depending on age and experience, within Belwest
When: Saturday mornings
Cost: Free
Training and a Belwest game leader shirt are provided for the season. The shirt must be returned at the end of the season.
All match officials begin by completing the Laws of the Game (LOTG) online learning module.
Capital Football Game Leader (GL)
Shirt: Green
Minimum age: 12 in the season
Officiates: MiniRoos U6-U12 within Belwest
Course includes:
- LOTG Online (free, 2025 pricing)
- Game Leader Practical Session, $60, includes jersey, whistle and bag
- Dates and venues released January 2026
Junior Football Match Official (JFMO)
Minimum age: 13 in the season
Officiates: MiniRoos and Junior League matches
Course includes:
- LOTG Online (free, 2025 pricing)
- JFMO Online Course, $33 (2025 pricing)
- JFMO Classroom Recap + Practical, $185 (2026 pricing)
- First-year referee registration, insurance and full uniform pack
- Paid through PlayFootball as New Junior Referee Registration
Senior Football Match Official (SFMO)
Minimum age: 18+ with at least two years of player or coach experience
Officiates: Senior Leagues through Capital Football and junior club fixtures
Course includes:
- LOTG Online (free, 2025 pricing)
- SFMO Online, $33 (2025 pricing)
- SFMO Classroom Recap + Practical, $205 (2026 pricing)
- First-year registration, insurance and full uniform pack
- Paid through PlayFootball as New Senior Referee Registration
